Plot Summary

Psycho-Pass: Sinners of the System Case.1 – Crime and Punishment places Inspector Mika Shimotsuki and Enforcer Nobuchika Ginoza at the forefront of a perplexing investigation. Their assignment leads them to a highly secretive prison facility referred to as “Sanctuary.” The central mystery ignites when a woman named Izumi Yasaka, a psychological counselor within the prison, manages to escape after undergoing a drastic alteration, presumably induced by a potent drug.

As Shimotsuki and Ginoza delve deeper into the operations of Sanctuary, they begin to unravel the disturbing truth behind this so-called “false paradise.” It is revealed that the facility is a site where latent criminals are subjected to highly questionable and potentially unethical psychological conditioning methods. The investigation compels them to confront the grim realities of the prison’s practices and the profound ethical implications that arise when considering these actions within the framework of the Sibyl System that governs their society.
